Combine sugar and water in a pan. Bring to a boil and simmer until the sugar dissolves. Add cardamom powder and set aside.
Cut the bread slices into triangles or squares. Heat ghee in a pan and fry the bread slices until golden brown and crispy. Drain on paper towels.
In another pan, bring the milk to a boil and simmer until it reduces to half. Add condensed milk, khoya (if using), and saffron milk. Cook until thickened. Stir in some of the chopped nuts, saving some for garnish.
Dip the fried bread slices in the sugar syrup briefly and arrange them on a serving platter. Pour the prepared rabri over the bread slices, ensuring they are well soaked. Garnish with the remaining chopped nuts and silver leaf.
