Instructions

  1. 1. Dice the green pepper and onion; set aside.
  2. 2. Heat a large pot over medium heat and add 2 tablespoons of olive oil. Add diced green pepper and onion, cooking until the onion is tender, about 5 minutes.
  3. 3. Sprinkle the cooked vegetables with 1 tablespoon of flour and stir well to coat.
  4. 4. Add salt, cayenne pepper, parsley, and minced garlic to the pot, stirring to combine.
  5. 5. Break up the tomatoes with a fork and add them to the pot along with 1 1/2 cups of water. Heat the mixture to a boil.
  6. 6. Reduce the heat to low, cover, and simmer for 5 minutes.
  7. 7. Stir in the rice, ensuring it is evenly distributed. Cover the pot and remove it from heat. Let stand for 5 to 7 minutes until the rice is tender and absorbs the flavors.
